Dollar Mahmud fined for breaching ICC Code of Conduct in second ODI

Dollar was charged with a Level 1 offence, Section 2.1.8 of the code.

Bangladesh fast bowler Dollar Mahmud was fined 15 per cent of his match fee for a breach of the ICC Code of Conduct during his team’s second ODI against Zimbabwe at Mirpur on Thursday.

Dollar was charged with a Level 1 offence, Section 2.1.8 of the code, which relates to “unfair play” under Law 42 of the Laws of Cricket.

The offence relates to an incident that took place in the 41st over when the 20-year-old bowled a second high full toss in a space of four deliveries which hit Zimbabwe batsman Elton Chigumbura on the helmet.

He was charged under the code by both on-field umpires, Aleem Dar of the Emirates Elite Panel of ICC Umpires and Enamul Haque Moni as well as third umpire Nadir Shah, and the matter was taken up by Ranjan Madugalle of the Emirates Elite Panel of ICC Match Referees.

The player pleaded guilty at an early stage and, under the provisions of the new code, the matter was determined by the match referee without a full hearing. Mr Madugalle imposed a fine equivalent to 15 per cent of the player’s match fee.

Commenting on his decision, Mr Madugalle said: “At the outset, I explained to the bowler that his actions of bowling high full tosses was clearly against the spirit of the game and is considered “unfair play” under the Laws of Cricket.

“He pleaded guilty and immediately apologised for his actions in both instances to the batsmen and also apologised to the two on-field umpires.

“In arriving at my decision, I took into account that it was his first offence under the code. His immediate actions also showed his genuine concern to the batsmen.”

Offences included in Level 1 of the ICC Code of Conduct can range from an official reprimand up to 50 per cent of his or her match fee. The full text of the new code can be found at http://icc-cricket.yahoo.net/rules_and_regulations.php.
