DR. ERIC C. SCHWARZ: Review of Part 2 of Candidature Files for 2024 Olympics Bids

(SFC) Budapest, Los Angeles, and Paris recently submitted part 2 of the required candidature file to remain eligible to continue bidding to host the 2024 Summer Olympic and Paralympic Games.  The documents are now available via the website for each bid city.

Part 2 focuses on governance, legal, and venue funding.  As part of the creation of this document, each bid city and their National Olympic Committee (NOC) had to go through a number of processes including individual workshops in early June that provided feedback on part 1 of their candidature file; attendance as part of the Olympics Games Observer Program during the Rio 2016 Olympics; and a governance, legal and venue funding workshop also in Rio.

The governance structure section of the file focuses on Games delivery and legacy delivery.  

Budapest is promoting 'an integrated structure with legislative backing', 'formal weekly tracking of Games planning', and legacy delivery focused on 'a dedicated whole-of-lifecycle unit within Budapest Olympic Development Authority'.  

Los Angeles is promoting a Games delivery that will meet 'full delivery commitments' under the 'singular responsibility' by the Los Angeles Organizing Committee for the Olympic and Paralympic Games (LAOCOG)... and a legacy delivery concept that asks everyone to 'envision to possibilities'.  

And Paris 2024 expects to 'be a sport-centred journey with sport leaders and all levels of government being united in three fit-for-purpose organisations: the organizing committee, a delivery authority, and a legacy entity... founded on France's capability, major event experience and involvement of the entire civil society.'

The legal part of the file focuses on Games-related legislations and regulation, taxes, advertising control/anti-ambush measures, host country entry regulations, and Games workforce regulations. 

Los Angeles has focused on the strength of its existing laws; an explanation of tax entities, requirements, and advantages; a strong focus on brand protection; expedited entry procedures, accelerated work permits, and progressive labor laws.  

Paris promotes its hosting framework as being tested and fine-tuned through their previous international sports events experience, and offers 'a protective, event-friendly working environment and easy-to-navigate entry processes for all Games stakeholders.'  

Budapest articulates its 'comprehensive Olympic legislation to assure delivery certainty and resilience', 'tax concessions enabled through the Olympic Act', 'a comprehensive approach to securing advertising space sites to prevent ambush marketing', an explanation of the 'EU protocols that allow for expedited Games-related entry', and 'expedited work permit process for Games related personnel... with no hindrance from labor and union regulations... through the Olympic Act".

In terms of venue funding, each bid articulated their individualized plans for each area.  

Paris states they have 'rallied support from every perspective around a shared vision to place sport at the service of society: unified public authorities, productive private sector contributors and a wildly enthusiastic general public [with] Games investments being prudent, fully guaranteed and in line with Paris 2024's legacy objective to create thriving communities across the region.'  

Budapest explains that there is 'broad stakeholder representation in the candidature governance structures' with 'strong political support at both the national and local levels' and 'broad-based approach to civil sector engagement'. They also explained the 'legislative mandates for the National Government to provide all necessary Games funding' and 'a comprehensive approach to identifying funding and development for key Games venues with all capital investments for key Games venues already assured'.  

Los Angeles focuses on 'strong commitments... bipartisan support... backed by labor and business... engaged with influential entities... with unified public support'.  Their venue funding is reported by LA2024 to have 'strong financial commitments, low-risk venue development, and prudent and reasonable investments'.

So it seems each of the bids has stated a strong case for their governance of the Games; clarified the legal, immigration, and customs issues inherent to each nation; and expanded on the status of their venue funding plans.  Next up for the bid committees - a series of workshops in November 2016 in Tokyo focused on Games delivery, experience and legacy, followed by the IOC Executive Board confirming the candidate cities can move forward to the next stage to prepare part 3 of their submission due February 3, 2017. 

After that is the all-important city visits by the IOC Candidature Commission between February-June 2017, followed by the publication of their report in June 2017, and then the vote during the 130th Olympic Session in Lima, Peru on September 13, 2017.
