INNSBRUCK: The 'Special Act to Support the PyeongChang 2018 Olympic and Paralympic Games' was passed by the National Assembly on the last working day of 2011, December 30th.

The PyeongChang Orgainzing Committee for the Olympic Games (POCOG) will greatly benefit from the new Act. 

POCOG President Jin Sun Kim and Vice-President / Secretary General Dong Hoo Moon, were attending the Youth Olympic Games (YOG) and meeting with the International Olympic Committee (IOC) and a number of international sports federations to discuss the new law.  

They also took time out of their busy schedule to meet with SportsFeatures.com to talk about the developments.

This act, which was projected in the Games’ bid, is actually quite complex and is eight chapters and includes eight bylaws and includes many key points that will help them get the works started.

It will allow for assistance in creating an efficient organizing committee by way of provision of personnel and data services from the relevant ministries where necessary. This also allows for the free loan of office space and equipment and the installation and operation of anti-terrorism and security measures.

There will be the creation of special support committees and a task force. These will include a 30-member Special Support Committee comprised of relevant ministers that will be set up and will be headed by the Prime Minister of the Republic of Korea.

And also a working level support task force comprising the undersecretaries of the ministries will be set up and it will be headed by the Vice Minister of Culture, Sports and Tourism.

It will guarantee the provision of budget for construction of venues and facilities, either from the national budget or from the provincial budget.

And it will support 75% of the construction and expansion costs of the competition venues.

This is a major breakthrough in comparison to previous major international sporting events, in which the government traditionally covered only 30% of such costs.

It will also designate the PyeongChang 2018 competition venues as 'Special Zones'.
